Physical inactivity among Canadians is a concern as most individuals are currently not sufficiently active enough to meet recommendations for health, which puts them at health risk. Communities and municipalities across Canada play an integral role in encouraging physical activity. Many community leaders have identified the lack of tools to assess their own standing on SPAR, and also the lack of data to assist them in justifying the need for SPAR. With this in mind, this tool has been designed to help community and municipal leaders to assess their own assets in relation to policy, capacity, programming, facilities and environments, resources and promotion, partnership and collaboration, and evaluation related to SPAR. Upon completing this tool, community and municipal leaders will receive a summary of their results.
This tool was designed by the Canadian Fitness and Lifestyle Research Institute (CFLRI), a registered, not-for-profit, research institution. CFLRI studies the physical activity and sport levels of Canadians, the factors that increase and decrease participation and the capacity of various systems and environments to support participation. For several decades, CFLRI has been providing credible data for policy- and decision-makers, service and delivery practitioners, and researchers through innovative data collection and analysis and knowledge mobilization to inform and affect evidence-based policy and practice across Canada. The Institute is a key leader in bringing this knowledge to those promoting SPAR and would be considered the supporting organization for this initiative for guidance and questions on the tool.

A standardized tool
The goal of the tool is to equip municipalities and communities with a common tool to evaluate their strategy, policy, communication and social/physical supports related to SPAR in municipalities.

The User of the tool agrees to indemnify, defend, and hold harmless the CFLRI and the tool’s funding organizations, including its directors, officers, employees, agents, and affiliates from and against any and all claims, liabilities, damages, losses, costs, expenses, or fees that may incur as a result of use of the data or arising from the User’s violation of any terms of this Agreement. This indemnity includes any acts or omissions by the User which result in: (i) violation of any applicable law or regulations; (ii) infringement of the intellectual property rights of any third party; or (iii) unauthorized disclosure of personal or confidential information.
